Gene BedleyFounder Executive Director National Character Education Center
“America’s Distinguished Educator" Selected by the Hearst Foundation and the National PTA as the "National Outstanding Educator of the Year"
Gene’s innovative work in Values Based Education has brought him National and International Acclaim and recognition by receiving the Rotary, Paul Harris National Outstanding Educator Award and the prestigious Milken Family Foundation National Award for his work in Value Based Education. The Bureau of Education’s presented Gene with the National Distinguished Teacher Award for his work in Character Development and School Discipline.

He has been described as a Catalyst, Climate Creator, “Value Driven” educator with a compelling message for Americas teachers, parents, and children. Gene believes that responsibility is the foundational value of all the Core Values. As a Learning Behavior Strategist – he has trained over 3,000,000 educators from around the world and his Values in Action! Program is in over 25,000 schools worldwide.
Gene is most proud of his three adult children all in the classroom reaching the next generation of learners. He credits them and especially his wife Sally for their loving and enduring support.
Ron MorelandInternational Director
Ron was a mentor teacher and award winning school principal, leading one of his schools to achieve the recognition of a California Distinguished School (the school received a perfect score in the evaluation process). He implemented a Values Character Development Program and also offered his students parent developed lessons on courtesy & manners as well. He also created and helped shape an intervention program which became a national and international program for children and families experiencing significant emotional changes in their lives, including divorce, called STAGES. This program, inclusive of k-12 curriculum and a training component for educators, has been utilized in over 35 states and 5 foreign countries, reaching in excess of a hundred thousand students and staff.
Jenni SamuelNational Program Director
Jenni Ann Samuel is known as a nurturer, educator and counselor.
Everyone who comes in to her life is touched by her warmth, her caring and her compassion for others. Jenni is a skilled Social, Emotional and Academic Catalyst. (SEL) When it comes to "enlarging the margin" toward others Jenni excels! Her warmth makes everyone feel comfortable. Her caring knows no bounds always searching for ways to be kind and generous to others.
Jenni is known for her "Heart First" lessons for life. She is a person who makes individuals and relationships her priority and passion. Her diagnostic and need analyst skills are superior! Jenni is an active listener, who is genuinely committed to children dreams and aspiration demonstrated by her support for bold dreams and goals! While Jenni's kids excels in academics you'll find her building bigger hearts not just bigger heads! Her positive attitude, perseverance, determination, and courage are a testament to her resilient spirit. She looks for and brings out the best in each of her students and her colleagues.
Jenni has been a major player on Gene Bedley's staff implementing the Values in Action! Program for over 30 years. She not only modeled and taught these core ethical values of (Respect, Compassion, Cooperation, Initiative, Integrity, Positive Mental Attitude, and Perseverance ) in her own classroom but provided the leadership in creating a positive school climate for the entire staff in promoting Positive Self Esteem. Jenni believes that these "core values" not only define who we are at our core but they have also contributed the most in shaping her students in becoming valuable citizens of society. A shining star in the universe, we all have profited from her positive and powerful perspective on Life!
Scott Andrew BedleyNational " Values in Action!" Trainer
Scott has taught grade 3-6 and 9-12 during his career in education along with numerous local, state, national and international leadership roles. He is known for his passion, practical solutions, compelling and bold vision and motivational influence. As a highly respected educator, he was selected by the nationally acclaimed Irvine Unified School District as their Teacher of the Year 2013!
Founder of Technology Applied Science Fair – Better know as TAS Fair is an innovative competition that connects participants with 21st Century learning skills through creating student designed computer technology projects in an effort to make a global impact! Along with TAS Fair, Scott has created many tools, such as the Artist to Classroom Network and Research Communities, for teachers to be able to maximize their positive impact on students lives. He is a Senior Trainer for National Character Education Center Values in Action! (core ethical values that define and ignite you) comprehensive character development program.
As a skilled Learning Strategist, Scott is an Educational authority on 21 Century Learning and the Common Core Curriculum Standards. Some of his most welcomed professional development presentations include:1)How to Integrated Computer Technology with the Common Core. 2)Curriculum developer for the Common Core. 3)Connecting the Common Core to R.T.I. and P.B.I.S.
Character in Action! –Scott was the lead author of the values building, standards based, interactive book Character in Action!, a national character development program featuring professional athletes. This same program he authored has been adapted with the Rachels Challenge Organization which is now reaching thousands of schools nationwide. The title of the comprehensive workbook is Rachel's Challenge Character in Action! Core Standards -Based Character Education Workbook -Lessons and Activities for Teens Fueling students boldest of dreams and providing the outlet to develop character and learn to compete in a 21 Century world are what fuel Scott's personal efforts to improve education globally! Emmie Miller Has been Co-Editor of Values in Action! Newsletter since it's inception (25 Years) She has donated hundreds of hours to support classroom teachers with Free materials to strengthen their Character Development classroom programs. Emmie has not only been a successful primary classroom teacher but also a lead teacher in primary science programs over the past 35 years. She has been a pioneer in advanced learning skills in training children in the scientific process. She has been a major player in advancing Value Based Education, (VBE) and embedding lessons of character and bedrock ethics throughout her entire program. Emmie is the glue that keeps our entire team focused on children and their needs. She continually makes all of us here at the National Character Education Center look good in our efforts to promote morals and ethics in a world that all to often choses what is convenient rather than what is right and moral.
Kathy PeriniValues in Action! Trainer
Kathy Perini Award winning School Principal. Kathy has served in a number of different roles with the Temple City Unified School District both as a Teacher , Coordinator, and School Administrator. Her school, Emperor Elementary School has served as one of the Values in Action! Network Model schools in Value Based Education, Values in Action! program .
Kathy's school won the prestigious National Schools of Character Award from the Character Education Partnership. She has been in education for 37 years as a secondary and elementary educator. She has 15 years experience in counseling and student activities. Kathy developed and implemented a Middle School Advisory Program with focus on Academic success and Interpersonal Relationships. She is currently an Associate for Association for Supervision and Curriculum Development and Coordinator, Mattel Foundation Family Learning Program.
